IMPACT Conduct workshops or focus groups among companies to understand the challenges and factors behind their inability to provide or increase training opportunities, including their low utilization of HRDF funds. Awareness of Initiative 5.1 available training programmes and funding options should be evaluated to gauge existing knowledge and perception of local training landscape, and to minimize overreliance on internal training efforts. Develop career change programme to attract potential recruits that do not have relevant qualifications but already possess extensive practical experience and are interested in a shore-based career (e.g. seafarers, welders working in other Initiative sectors). This eliminates the need for them to undergo similar training as fresh 5.2 graduates or other less experienced employees.
