Project Methodology
5.1
Regular consultation and update with key stakeholders
Consultation and information gathering with all relevant stakeholders (ILMIA, JTK, industry
associations, etc) was an important part of this project, especially at the commencement period
to further understand the specific needs and issues, as well as clarify on existing information
and preliminary hypotheses. The consultation also ensured that primary and secondary research
were conducted in a more targeted and effective manner and would be consistently aligned to
the overall objectives. In addition, this information sharing, and update session was able to
facilitate a better understanding of the market and enabled us to focus on the key areas rather
than ‘reinventing the wheel’.
There were regular progress updates and discussions with the stakeholders throughout the
duration of the project to ensure all issues were resolved promptly and initial findings were
discussed from time to time. The progress updates included:

Fortnightly working group meeting comprises representatives from ILMIA, and JTK
(when possible and necessary)

Secondary research
Our team of knowledge management experts helped us tap into various sources of information
locally and regionally to ensure comprehensiveness of information gathered, cross-checking
with primary data and to allow analysis based on various perspectives.
The secondary research was commenced by identifying all the past studies that have been
conducted by other government agencies / educational institutions on this industry. We
reviewed the accessible past studies to identify existing information that can be used for this
study to ensure that the data gathering process will be targeted at information currently not
available. Sources of secondary information included, but not limited to:
i)
Past studies on the industries (as mentioned above)
