In an effort to support informed policymaking , the 2025 Edition of the Handbook is being shared with members of the Colorado General Assembly and other stakeholders to provide an overview of the laws that govern rental housing in the state . Our hope is that this resource fosters continued discussion on how to balance tenant protections with the practical realities of rental housing operations . By working together to ensure that all stakeholders ' voices are heard , policymakers , housing providers , and tenant advocates can ensure that Colorado ’ s landlord-tenant laws remain clear , effective , and fair for all parties .
