The absence of a relationship between TSC Guidelines and the Procedure Guidelines has resulted in the lack of regulatory guidance for abandonment of oil and gas installations. DPR also issued the Guidelines Concerning Implementation and Use of Risk Based Inspections in the Nigerian Petroleum Industry. DPR like any other organization is required on a routine basis to operate in an environment of continual change and uncertainty with limited resources. Decision-makers need to be aware of risks, their possible impacts and take steps to control their impact. Risk-informed decision-making (RIDM) is critical to achieving the objectives of DPR as the regulatory body in the Nigerian Petroleum Industry. The RIDM as deployed by DPR should help to develop “Trained Decommissioning Eyes” for each facility provided it is an identified phase of a project. It will help to:  Minimize end of life “surprises” for operators, governmental bodies, the public and shareholders  Enable more open discussion & Transparency between operators, governmental bodies, the public and shareholder 47
