Public participation: Radioactive waste management shall take into
account the interests and concerns of all interested and affected, when decisions
are being made.
Capacity building and education: The government shall create
opportunities to develop people’s understanding, skills and general capacity
concerning radioactive waste management.
4.1.2 Department of Petroleum Resources (DPR)
The Petroleum (Drilling and Production) Amendment Regulations, 1982 and the
Mineral Oils (Safety) Regulations (MOSR) 1972 empower the DPR to carry out
oversight functions which include: Development of Guides and Procedures;
Conduct of Inspections; Issuance of Licences and Permits; and Enforcement of
compliance with Health, Safety and Environment (HSE) Standards. In this
regard, the DPR has developed the appropriate regulatory framework called the
Environmental Guidelines and Standards for the Petroleum industry in Nigeria
(EGASPIN).
Under the EGASPIN DPR has issued:
Guidelines for Compliance with the Technical Safety Control (TSC)
Requirements (2000)and reviewed in 2006
Guidelines Concerning Implementation and Use of Risk Based
Inspections in the Nigerian Petroleum Industry (2006)
