Option 1 : School of Dentistry
Existing Site Conditions
The potential School of Dentistry site is located on the northeastern portion of the MCV Campus in the block bound by Leigh Street to the north , 11 th Street to the west , the alley north of McGuire Hall to the south , and 12 th Street to the east . The current land uses within this block include :
• Clinics and laboratories for the School of Dentistry in the W . Baxter Perkinson , Jr . Building
• Offices , clinics , and laboratories for the School of Dentistry in the Wood Memorial Building
• Offices , clinics , laboratories , and classrooms for the School of Dentistry in the Lyons Dental Building
This potential site is at the current location of the Wood Memorial Building and the Lyons Dental Building . The W . Baxter Perkinson , Jr . Building , McGuire Hall and McGuire Hall Annex , and the alley behind McGuire Hall connecting 11 th Street with 12 th Street on this block shall remain with the potential redevelopment .
The potential site is shown in Figure 2 . The blocks surrounding the site include :
• VCU School of Nursing to the north
• MCV Campus N Deck ( including bookstore ) to the west
• VCU Ambulatory Care Center , VCU School of Pharmacy , and VCU Health Medical Center Gateway Building to the south
• VCU Tompkins-McCaw Library , Stauss Research Labs for the Health Sciences and MCV Campus D Deck to the east and visitors deck
Given the proximity to VCU MCV Campus facilities , VCU Health System , and D Deck , the site has a large potential to serve employee and faculty parking demands . The site is owned by VCU and does not require property acquisition .

As part of the evaluation of parking deck feasibility on the site , one parking deck concept was identified . The conceptual design is shown in Figure 3 . The following items describe design features used in the conceptual design of the potential facility .
• Parking Capacity : approximately 930 spaces .
• Entrance / Exit Conditions : Single lane entry and single lane exit access points off 11 th Street and 12 th Street . Eleventh Street is a one-way street accommodating northbound traffic , with a signalized intersection at 11th Street and Leigh Street . Twelfth Street has an unsignalized intersection at Leigh Street .
• Parking Deck Efficiency ( square feet / space ): 352 – The target parking efficiency for multi-level and multibay parking structures is between 330 to 350 square feet per space . Program elements such as retail , bus waiting , and other non-parkable uses provide valuable community space but reduce parking efficiency .
• Parking Deck Size : Six parking floors .
• Parking Orientation : A combination of two-way vehicular traffic with 90-degree parking and one-way vehicular traffic with angled parking .
• Parking Bay Dimension : 9 feet by 18 feet . This equates to parking Level of Service ( LOS ) A design criteria .
• Number of Parking Bays : Four 62-foot-wide parking bays which include a 26-foot two-way drive aisle . This equates to parking LOS A design criteria .
Street Level Active Use Option :
If retail is provided on the ground level , an additional level of parking is proposed for this parking structure concept . The parking capacity for a seven floor parking structure including street level active use on the ground level is approximately 990 spaces with a parking deck efficiency of approximately 372 square feet per space .

• Floor-to-Floor Heights : If street level active use is included , a 20-foot floor to floor height is provided from Ground Level to the first Elevated Parking Level . Typical floor to floor heights above are 11 feet .
• Vehicular Ramp System : Ground Level to the first Elevated Parking Level connected using a non-parkable , express ramp . Typical levels are connected using a parkable ramp .
• Review site for availability of area weighed square footage

Cost
Based on the concept shown for the School of Dentistry site , Kimley-Horn developed a planning level opinion of probable cost .
The yearly estimated expenses and the total 20 year cost for School of Dentistry are shown in Figure 6 .
Construction Cost $ 16.2 million
Construction Cost with Debt Service
$ 24.9 million
While working with a team of internal clients , this study report developed into a 45 page document . The layout adopted VCU ’ s branding guidelines in order to provide a saddle-stitched booklet that lives up to the client ’ s standards . It is ready for production , but will not be handled in-house .

• The cost of land value acquisition is not included in the cost calculations . Construction costs include capital construction cost , a 5 % contingency , an additional 5 % contingency for other construction items , and a 6 % architectural and engineering design fee .
• Debt service costs are based on a 4.5 % debt service interest rate for 20 years .
• Maintenance costs are based on the following expense assumptions : $ 75 per space for the first 10 years , $ 150 per space thereafter ; $ 5,000 per year for PARCS maintenance
• Operation costs are based on the following expense assumptions : $ 300 per space for the first 15 years , $ 600 per space thereafter
• Transit costs are based on a 1.5 % growth compounded annually .
