Sparking new life
Small businesses in downtown Athens have flourished around the historic Limestone County Courthouse Square. Several businesses within downtown’ s Athens Main Street footprint area have benefited from a funding program similar to the new Opportunity Council Districts Program that the city is poised to bring to other retail stagnant areas.

Athens is launching a new incentive program to give small businesses a boost— even if they’ re a little off the beaten path.

While many areas in Athens have experienced a boom in commercial growth in recent years, some of the city’ s most historic corridors have been left waiting for their moment to shine. To bridge that gap and ensure equitable economic opportunity across all of Athens’ city council districts, the City of Athens is taking a brand-new step to reach these small businesses where they are.
In March, the city officially launched the Opportunity Council Districts Program— a targeted economic development initiative designed to breathe new life into retail-stagnant or economically distressed areas within the city limits. Backed by a $ 200,000 allocation from the Athens City Council, the program is a direct investment in the small businesses that form the backbone of our local economy.
“ Small businesses are and have always been the heartbeat of our city,” said Mayor Ronnie Marks.“ By strengthening them we are also strengthening our city, one district at a time. There is no question, when our small businesses succeed, Athens succeeds.”
Recognizing that certain parts of City Council District 3 and City Council District 5 have become retailstagnant, Mayor Marks and the city council set out to establish a program to directly support small businesses in those specific areas.
The program isn’ t about temporary fixes; it focuses on the funding of permanent, physical improvements to commercial properties. Eligible locally owned retailers and non-professional personal service businesses can apply for up to $ 20,000 per project to cover the costs of these upgrades on a reimbursement upon completion basis.
Whether it’ s a fresh façade and new storefront windows, essential ADA accessibility improvements, or permanent interior buildouts tied to business expansion, Opportunity Council District funds are meant to make a lasting impact.
“ We want this program to be a way for our small businesses to reinvest in their own properties,” Marks said.“ These incentives are going to help business owners make upgrades that might otherwise be out of reach for them.
