ABSTRACT
This document briefly describes the importance of performance evaluation, raises
the existence of a federal regulatory framework but that is applicable to the states
and municipalities, highlighting the obligation for the three areas of government.
However, despite the obligation, entities and Municipalities, in a generalized
manner, have low capacities in terms of evaluation, which has led to partial
compliance with regulations. At the municipal level, despite efforts to conduct
evaluations, they have not generated information to help decision-making, in part
because the external offices that perform them do not meet the characteristics
required by the Law. Finally, the document raises the need for a technical body
to support the Municipalities in strengthening their evaluation capacities.

Economista con Maestría en Evaluación de Políticas Públicas y Economía. Se ha especializado
en gestión estratégica del desarrollo local y regional, evaluación de proyectos y evaluación de
programas y políticas públicas en el Instituto Latinoamericano de Planificación Económica y
Social, perteneciente a la CEPAL en su sede de Santiago de Chile. Se ha desempeñado como
Titular de subdivisión de Análisis y Programación en la Coordinación de Fiscalización del IMSS,
Contralor Interno del Municipio de Veracruz y profesor por asignatura de la Facultad de Economía
de la Universidad Veracruzana.
