Prior to settlement , the seller should have provided you a copy of the governing documents of LLA to review . By moving forward and purchasing your home , you contractually agreed to abide by these documents . Therefore , it is essential to uphold these documents for the community to thrive as intended .
To assist with this , LLA Village Managers ( VMs ) are responsible for the review and oversight of the compliance by Members , residents , and guests , in accordance with the governing documents . VMs review villages for violations , address any complaints that were received , and verify any specific properties that were brought to the attention of the office or Board of Directors ( BoD ). If a violation is occurring , the VMs follow the Due Process of enforcement which was established to ensure fair treatment for all Members .
As part of the Due Process enforcement , the BoD established the Compliance Committee . The Compliance Committee ’ s goal is to assist the LLA BoD by holding hearings for alleged violations of the governing documents . The committee is comprised of volunteers from the community with various professional backgrounds who keep all information shared regarding a violation confidential .
WHY WERE THE GOVERNING DOCUMENTS CREATED ? LLA ’ s governing documents were created to preserve the appearance of the community , preserve and protect the value of common property and individual homes , and make the community a harmonious place to reside for all . Therefore , it is important to know the rules and do our best to abide by them to assist in keeping Lake Linganore a desirable place to live .
WHAT ARE THE GOVERNING DOCUMENTS LLA UPHOLDS ? Like all HOAs , LLA has a set of governing documents . They provide LLA its legal foundation and operational structure .

The governing documents obligate the Association to preserve and protect the assets of the community . To enable the Board to meet this obligation , the documents also empower the Board to make rules and define the process for adopting and enforcing them . Governing documents also establish parameters for the nature and type of rules the Board can make . Below are the two primary aspects of the governing documents that VMs and the Compliance Committee uphold . More information can be reviewed on page 5 .
Covenants The Covenants are part of the official “ Declaration of the Conditions , Covenants , Restrictions , Easements , and Changes ”. Covenants essentially provide an overview of the conditions and restrictions of the Association , including information on membership rights and property rights for common properties . This document can only be changed with a 60 % vote by signed instrument of the membership .
Rules and Regulations The Rules and Regulations were created to further meet the objectives and constraints within the Covenants , and other governing documents , including the Bylaws . The document mostly encompasses the proper use of the LLA amenities and common property and can be amended by an LLA Board of Directors resolution .
WHAT IS THE DUE PROCESS ? Once a violation of the Covenants , ECC Guidelines , and / or Rules and Regulations is reported by a resident , the BoD , or noticed by LLA Staff , the LLA follows the Due Process to seek remedy . Below is a summary of the steps within the Due Process .
Notice ( s ) A violation is issued for an infraction of the LLA ’ s governing documents via a series of formal letters sent from a Village Manager . The first notice , a “ Friendly Reminder ”, is sent to the homeowner to correct a violation as the first step official of the Due Process .
