Community Development Authority ( CDA ) In 1997 , the owners of properties within the villages of Balmoral , Coldstream , Meadows , Nightingale , and Pinehurst agreed to pay a special tax to have stormwater management and refurbished roads installed . The special tax is on the property and stays with the property for 30 years . The monthly CDA amounts are included in the property tax invoice of these properties . Not all properties within Pinehurst agreed to participate in this special tax . To determine if your property is included in this tax , check your state property tax invoice , where it should be noted . COURTS
There are three tennis court locations within Lake Linganore ; West Winds , Coldstream and Summerfield villages . Also , there are pickleball and multipurpose courts located in Coldstream . West Winds is a private , paid access club , Summerfield and Coldstream are free to LLA Members and are open from 30 minutes before sunrise until 30 minutes after sunset daily . Courts are available on a first-come , firstserve basis . Nothing other than tennis and pickleball players , tennis sneakers , and tennis balls are allowed on the courts-- no exceptions .
There are several basketball court locations within Lake Linganore for LLA Members to use . The courts are located in Coldstream , Meadows , Woodridge , West Winds , Summerfield , and Pinehurst . Each court is open 30 minutes before sunrise until 30 minutes after sunset daily .

Please note , West Winds , Woodlands Preserve , Linganore Garden Condos , and Audubon Condos are governed by their own Association . Their Association determines additional ECC guidelines .
Before beginning any project , property owners are required to seek approval . This includes but is not limited to new home construction and home additions , construction of decks , fences , patios , porches , sheds , roof / siding and exterior color changes , window and front door changes , modifications to landscaping , installation of pools and play equipment .
Applications can be submitted in your Member Account . Fees may apply depending on the type of application and always apply if an application is not submitted prior to starting work . DAMS
An earthen dam creates each of the lakes . Lake Linganore is impounded by the J . William Brosius Dam , named for the father of the original Lake Linganore at Eaglehead developers . The dam was dedicated in 1972 and is marked with a six-foot stone bearing a bronze plaque with information about the namesake . Though the dam is owned by the LLA , which is responsible for the care and maintenance of all the community dams , the City of Frederick and Frederick County have been active partners in helping to upgrade the Brosius Dam and ensure it meets the standards required by the Maryland Department of Environment
