Series - 2 PROJECT PREPARATION IN HIGHWAYS PROJECTS – Er.N.Mathiyarasan, AE(H),Salem The stages involved in the project preparation and sanction are Pre - feasibility report is prepared based on the reconnaissance survey to collect present and future traffic potential of the road and rough cost estimate. Based on the prefeasibility repot, the Govt. / BOT by private sector are able to arrive at the financial requirements and probable returns. Feasibility report is prepared based on the engineering aspects and expected benefit from the project. “Administrative Sanction (AS)” is given based on the feasibility report. Preparation of highway projects involves a chain of activities, such as, field surveys and investigations, selection of alignment, collecting all relevant information and evaluating all possible alternatives. The extent and quality of investigation has a strong influence on selection of the most cost-effective design. Use of modern instruments and survey techniques ensure high degree of accuracy and can speed up the work. The proposed Alignment can get approval from “Alignment Approving Committee” headed by three Superintending Engineers and Divisional Engineer of Investigation in TN Highways Department. After getting approval, preparation of various designs, drawings and estimates, etc., and the Estimate may get approval from “Technical Audit Committee” headed by all Board of Engineers in TN Highways Department by considering all technical requirements and consistent with Estimate. The Tamilnadu Government issued delegation of powers for approval of Estimate to various officers in Highways Department. Divisional Engineer - 50 Lakhs Superintending Engineer - 2 crores.
