If the community had a different vision , it would probably be more sympathetic towards the legislative changes we ’ d like to make . The cohabiting of prisoners and the community is an investment and a factor of stabilization , because we have inmates who aspire to be in an open regime . Social reintegration involves trying to have more programmes and activities in a structured and useful way ; it involves an articulation with the business network , with other community bodies – especially with town halls – and with private social solidarity institutions , who are indispensable collaborators . //
Hemos trabajado de una forma globalmente positiva en la concepción de programas : ya tenemos 14 programas delineados ; me refiero a un conjunto de abordajes , de manuales , de orientaciones , de directrices para que las instituciones penitenciarias traten de una manera determinada a un grupo de reclusos . Esos programas no están en todos los establecimientos prisionales porque no hay técnicos para su aplicación . El programa de estabilización emocional , por ejemplo , habría que aplicárselo a todo el mundo , pero los programas y acciones solo pueden ejecutarse si tenemos un equipo técnico suficiente y capaz . Estamos en un punto en el que tenemos a los técnicos en labores burocráticas y no hablando con los internos . Pienso que es fundamental apostar en este tipo de programas en el sentido de avanzar hacia una efectiva reinserción .
De la misma manera , es imprescindible continuar con la actividad de articulación con la comunidad : es necesario celebrar acuerdos y protocolos con un grupo de entidades públicas y privadas , siendo el objetivo el de hacer , cada vez más , conexiones sistemáticas , o sea , procurar colaboradores sostenibles y fuertes que consigan agilizar las actividades en un grupo cárceles . La articulación con la comunidad es importante porque debemos tener una fase en la que los reclusos trabajen fuera – el régimen abierto es un instrumento muy interesante para que se produzca una mayor y más sólida relación con la comunidad – y para eso debemos tener ayuda . Aquí destaco el papel de los municipios . Estas articulaciones no solo ayudan a la reinserción social , sino que también permiten transmitir una imagen de los reclusos diferente de aquella que tienen las personas y que puede y debe ser desmentida con ejemplos positivos .
Si la comunidad tuviera una visión diferente , probablemente sería más comprensiva en relación a las alteraciones legislativas que queremos hacer . La convivencia de los presos con la comunidad es una inversión y un factor de estabilización , porque tenemos internos que aspiran a estar en régimen abierto . La reinserción pasa por intentar tener más programas y actividades , de forma estructurada y útil ; pasa por una articulación con el tejido empresarial , con otras entidades de la comunidad – en especial con los Ayuntamientos – y con las instituciones particulares de solidaridad social , que son colaboradores indispensables . //
In 2016 , Celso Manata was appointed to the position of Director General of Reintegration and Prison Services , a position that was already known to him since he had been Director of the Prison Services between 1994 and 2001 . At the time of this appointment , the magistrate held the position of Deputy Attorney General , being a specialist in the area of family and minors . Celso Manata was also a member of the European Committee for the Prevention of Torture in the Council of Europe .
En 2016 , Celso Manata fue designado para ejercer las funciones de Director General de Reinserción y Servicios Carcelarios , un cargo que ya le era conocido puesto que había sido director de los Servicios Carcelarios entre 1994 y 2001 . En el momento de ese nombramiento , el magistrado ocupaba el cargo de Procurador General Adjunto , siendo especialista en el área de familia y menores . Celso Manata fue también miembro del Comité Europeo de Prevención da la Tortura del Consejo de Europa .
