C. Inspiring the Data Scientist
The existing challenges and barriers to successfully
implementing a data scientist skills community affect all
aspects of the human capital system. However, the greatest
impact is on an organization’s ability to engage and inspire
the data scientists. Under different conditions, the recruiting,
assigning, developing and leading strategies would be
the greatest contributors to creating and maintaining an
inspired and fully engaged workforce. However, under
current conditions and data access rules across most of
government, the challenges in creating an inspired data
