that allowed for immediate response viewing and tracking.
A series of public workshops were held throughout the development of the
JLUS. These workshops provided an opportunity for the exchange of
information with the greater community, assisted in identifying issues to be
addressed, and provided an opportunity for input on proposed strategies.
Each workshop included a traditional presentation and a facilitated exercise
providing a “hands on,” interactive opportunity for the public to participate in
the JLUS development. For public convenience, workshops were held in three
different locations throughout the study area. For each of the workshops,
one was held in the eastern region of the study area, which related to DCR.
Another workshop was held in the central region of the study area, focusing
on the areas under overflight. Another workshop focused on Seymour
Johnson AFB, held in the western region of the study area, nearby the
installation. The public workshops were conducted as follows:

at the first Public Workshop. This workshop also introduced the next
phase of the JLUS process, which is the development of strategies to
address the compatibility issues.
Public Workshop #1 (November 2015). The first public workshops
introduced the JLUS project and its participants. One workshop was
held November 9th in Goldsboro, another was held November 10th in
Washington, and another was held November 12th in Columbia. At
each workshop, the JLUS team explained the purpose and function of
the JLUS, provided an overview of the military operations at Seymour
Johnson AFB and DCR, introduced project participants, shared the JLUS
approach, and discussed the JLUS goals.
The format of this meeting included a presentation to the public
followed by an interactive working session where attendees were
invited to share their input on potential JLUS issues. Two versions of a
user‐friendly JLUS Overview Fact Sheet (JLUS Update #1) were
distributed, one focused on Seymour Johnson AFB and the other
focused on DCR and the area impacted by overflight. The Fact Sheets
provided the public a tool to complete a compatibility issues exercise.
Attendees worked in groups around large scale study area maps to
complete a compatibility issues worksheet as well as engage in
intimate group discussions with the JLUS team. Participants were also

Public Workshop #2 (May 2016). The second public workshop was
held to solicit input on resolution of conflicts and impacts. The
workshop was held on May 17th in Goldsboro, May 18th in
Washington, and May 19th in Manteo. The workshop was conducted
to discuss ideas on how best to resolve community conflicts.
Public Workshop #3 (March 2017). The purpose of the third
workshop was to present to the public the JLUS findings and draft
recommendations. The workshop consisted of a formal presentation
detailing the findings and recommendations followed by a Question
and Answer session for the attendees to provide input on the draft
recommendations.
