with the military. It is important that communication among the DCR flyover
counties is improved. There may not be an obvious need to coordinate on
planning matters between Seymour Johnson AFB, the DCR and the
northeastern counties; however, this can potentially create a reactionary
response to future land use issues that may arise. In absence of a
coordinated planning environment, land use developments could be delayed
or development applications withdrawn resulting in cost overages or at worst
case, lost economic opportunity. This also occurs when the either the
military or the communities do not have access to all the information needed
to make informed decisions in the interest of mutual compatibility.
There is currently a state level review in place for the siting and operation of
wind energy facilities, established by House Bill 484. The permit process
involves a determination of any risks or impacts to military operations. This
type of coordination is done between the FAA and Seymour Johnson AFB, but
there is a need to ensure wind energy project permits include documentation
from either the state or FAA as a part of the local jurisdiction approval
process.
Facilitating integrated, coordinated communication and planning can enable
both the military and communities to coexist successfully and maintain a
sustainable economic diversity for the region.

Bertie County
Bertie County does not have a zoning code and relies on the Coastal Area
Management Act (CAMA) Land Use Plan to guide development. There is no
policy or planning guidance specific to coordination with
Seymour Johnson AFB and the DCR.
Beaufort County
Beaufort County does not have a zoning code and relies on the Joint CAMA
Land Use Plan (with the county and five other participating towns) to guide
development. Though the CAMA Plan includes Policy 4.8 concerning the

establishment an Outlying Field in Beaufort County, there are no policies that
specifically address coordination with Seymour Johnson AFB and the DCR.
Dare County Zoning Code
The Dare County Zoning Code categorizes the land within the County into
49 districts, and provides development regulations for each district. The
code outlines regulations for density and intensity, building heights, and
sound attenuation. However, there are no regulations that specifically
address coordination with Seymour Johnson AFB and the DCR.
Hyde County Code of Ordinances
The Hyde County Code of Ordinances includes an airport code establishing
procedures for commercial flights for the Hyde County Airport. Height limits
are required for Inner, Outer, Transitional, and Operational zones within the
Airport Approach District. Within the Code of Ordinances, Hyde County does
not have countywide zoning, only zoning for the area designated as the
Ocracoke Development. There are no regulations addressing impacts
generated from military operations in the area and no requirements for
coordination with Seymour Johnson AFB and the DCR.
Tyrrell County
Tyrrell County does not have a zoning code and relies on the Tyrrell County /
Town of Columbia CAMA Core Land Use Plan to guide development. Though
Section D. Current Land Use Plans and Policies includes policies regarding the
expansion of aviation military restricted areas or military operations areas,
minimum flight altitudes, noise pollution, use of coastal airspace, water and
wetland based target areas for military training activities, there are no
policies that specifically address coordination with Seymour Johnson AFB and
the DCR.
