Amenities benefi t all residents in Charbonneau
I ’ ve often heard Charbonneau residents describe living here as “ like a cruise ship on land with lots and lots of amenities .” Cruise ships often list a wide

travelers , such as : gokarts and bumper cars , skydiving , robotic bartenders , sea-gazing , planetariums , ice bars , snow rooms , and escape rooms . The Charbonneau Country Club homeowner ’ s association has none of those , but it does have many amenities that are important to our residents : golf , tennis , pickleball , pool tables , fitness center , a marina on the river , an RV storage lot , Edith Green Park , private security services , walking paths and landscaped common areas , as well as meeting and event spaces available to about 50 clubs and nonprofit organizations that host games as well as social and charitable events . Charbonneau is a very active community .
� If a cruise ship didn ’ t have any onboard amenities , it would not likely be a desirable and attractive choice for travelers

the diversity of games and the chance to play on three courses over two days . Now is a good time for members to think about who they want to have as their partner for this event , which is scheduled for Aug . 3-4 .

Our Tournament Committee is in the process of finalizing the entire 2023 game schedule , which will be posted on the Men ’ s Club website in the near future .
All residents benefi t from amenities
Purchasing a home in Charbonneau is usually difficult because the number of homes for sale is low . Many homes are sold long before they hit the market . Others have a “ sale pending ” within days of when the “ for sale ” sign is set in the ground . Real estate agents often attribute amenities as having a significant impact on the high demand , even with high home values in our community . So , while many residents may not use the amenities , or seldom use them , all 1,627 residents financially benefit from having them available . In other words , without our amenities ( no golf course , tennis , pickleball , marina , events center , activities building or park and pathways ) the home values and desirability would be significantly less - Charbonneau would be just another bedroom community .
Who pays for Charbonneau amenities ?
User Fees : The users of many amenities ( golfers , tennis players , boat-slip renters , etc .) are required to pay user-fees in the form of an annual membership , rental fee , or guest fees . These user-fees reduce the impact on HOA dues to all residents . For some amenities , user fees fully cover their operating costs and make significant contributions to the reserves for future replacements . These amenities are often described as “ self-supporting amenities ” and don ’ t require any portion of the monthly HOA dues . This is the case for the marina , RV storage lot , tennis center and fitness center ; these all have user-fees that cover operating costs plus contributions to replacement reserves . The golf course is also self-supporting and keeps a large emer-

Rules for winter play
In Oregon , scores are only reported for handicap purposes from March 1 to Nov . 30 . If you play during the winter months , you should be playing under “ winter rules ” which are termed “ Preferred Lies .” This rule allows for lifting and cleaning your ball and then placing it within a club ’ s length of the ball ’ s original position , no closer to the hole .
As we begin the New Year , don ’ t forget that there is plenty of golf to be played . So , I hope to see you all out on the course , rain gear and all !
