capacity of the collection server was reached (this was
part of the test);
• Some sites were tested with beacons only, they
indicated a longer range than anticipated without
breaching their capacity;
• Fixed Internet proved greater reliability compared to
3G or 4G connected modems to the beacons;
• The beacons were unable to penetrate through walls
and glass - this is a positive result for this POC as
residents and people within workplaces and
retail/hospitality outlets are not able to be detected by
the beacons;
• Analysis of SiteLantern’s dashboard data demonstrated
clear trends correlating with events as well as the
ability to show profiles such as locals and visitors;
• Rough dwell estimations can also be made available,
however this requires further improvement in greater
detail.

Conclusion
This POC has allowed the CoGG to focus on the end output
of numbers and trends in order to work with their relevant
internal and external key stakeholders to implement their
respective strategies and effective management of
resources. Based on the success of the POC, CoGG are
moving forward with funding a 12 month trial with a larger
implementation across the CBD, to measure effectiveness of
campaigns, improvement works and infrastructure usage.
During this period, the service will continue to be refined and
expanded, with information presented to enhance the
effectiveness of business decisions.
