In normal practice , the supply , installation , and commissioning of high-end medical devices are under the purview of the engineering process . This includes the pre-construction phase , which involves preparing technical specifications and scope , site briefing , technical assessments , engineering system assessments , and other related tasks , as well as the construction phase , which involves technical and site meetings / inspections , and testing and commissioning on the medical device and engineering systems .
To be realistic , acquiring high-end medical devices requires more than just plug and play ; they also require careful consideration of the provision of advanced engineering systems and infrastructure . Figure 3 illustrates some of the procedures carried out by the MOH engineering team , which are also governed by the Registration of Engineers Act 1967 ( Revised 2015 ) ( REA 1967 ), Treasury Instructions , and Treasury Circulars . As seen in Figure 2 , they also must conform with other legal , scientific , and other requirements that are stated in their own legislation .

To justify the need for the engineer ’ s accountability in the above scenario , we can refer to REA 1967 under Section 7 ( 2 ) and a circular from the Board of Engineers Malaysia ( BEM ) ( ref : BEM / ACT / 02- 03 dated November 21 , 2022 ), which provide the restriction on mandatory registration , particularly for Graduate Engineers ( GE ), Engineering Technologists ( ET ), and Inspectors of Works ( IoW ), to practise or take up employment in professional engineering services . In this sense , it is mandatory to register as a graduate engineer if the person wants to take up such employment per Section 7 ( 2 )( a ): “ a Graduate Engineer who is registered with the Board may , subject to section
