The engineer who in his professional work carries out the design of a plant 1 has general duties in the Occupational Safety and Health Act ( OSHA ). CWDM prescribes specific duties to the client , designer and contractor organisation in which the engineer may be employed . Therefore , any engineer working in the construction industry will be affected by CWDM . To comply with CWDM , an engineer should :
Understand their duty : The engineer must familiarise himself with his specific responsibilities under CWDM . An engineer may fall into the category of a “ designer ” or “ contractor ” depending on his role in the project . The engineer is also employed by the “ client ” organisation to coordinate and monitor projects . The Board of Engineers ( BEM ) has conducted many seminars and workshops on OSHCIM since 2019 . Since 2020 , there have been three training providers recognised by DOSH to conduct OSHCIM Professional courses . By attending these courses , participants will learn : ( i ) duties of every duty holder in OSHCIM ; and ( ii ) design risk assessment procedures and the application of the general principles of prevention .
Co-operate , communicate and co-ordinate : Collaborate with other professionals involved in the project , including other designers ( architects or engineers ), contractors , and the client , to ensure that OSH management is integrated into the overall project management , from its inception to completion . Developing a good relationship with the project team members will assist the engineer ( as designer or contractor in CWDM ) in managing OSH risks and resolving issues . An engineer should communicate with the client to understand the client ’ s needs . The engineer should also encourage the client to hold regular meetings . Involving the client and contractor in meetings should improve co-operation , communication and co-ordination , especially when making decisions .
Assess design risk : As a designer or contractor in CWDM , the engineer must identify and assess potential risks associated with his design or construction work . He must develop and implement risk mitigation measures by taking into account the general principles of prevention . The principles provide a framework whereby any potential OSH risk in design is considered . The engineer is expected to do what is practical at the time the design is prepared , taking into account the current industry practice and knowledge . Any risk that cannot be addressed by the engineer at the stage of his design should be reviewed later on , during subsequent design processes . As a designer , the engineer must take into account the requirements for cleaning , maintenance and access to the completed structure . It is important to discuss this with people who will operate and maintain the completed structure .
Provide information : As a designer or contractor in CWDM , the engineer must provide the necessary OSH information to other project duty holders , including the principal designer and principal contractor . This may include designrelated risk assessments and information about the safe sequence of construction methods . The level of detail required on OSH information about risks should be proportionate to the risks involved , the scale of the project and the competency of people who will use that information .
The engineer must understand the specific requirements and duties associated with his role in a construction project . This will ensure that he fulfils them and complies with CWDM . Roles of Engineers in Work at Height Regulations
Within the OSHA , another new set of regulations , the Work at Height Regulations or WAH , will be introduced . WAH and the construction industry cannot be separated primarily because construction activities involve tasks performed above ground level . The erection of high-rise structures , installation or maintenance of building components , roofing and façade works all require workers to operate at various heights throughout the construction process .
