related branches of engineering may be
accepted with the prior approval of the
board
C. Route No.3 - Route for a Professional
Engineer registered with a recognised overseas
Professional Institution
I. An applicant shall pass a CoC Assessment
based on Registration of Engineers Act 1967
(revised 2015) [2];
II. An applicant shall submit to BEM a certified
latest P.Eng certificate issued by a Regulatory
Body of other country;
III. BEM shall check that it is equivalent to BEM’s
professional qualifications eligibility;
IV. The applicant is not entitled to be registered
as a P.Eng if at any time prior to his registration
there exists any facts or circumstances which
would have entitled the Disciplinary Committee
to cancel his registration pursuant to Section
15 of the Registration of Engineers Act 1967
(Revised 2015) [2];
V. Summary of practical experience of at least
one year using company letterhead certified by
a P.Eng in same branch of engineering at which
the applicant did his practical experience and;
VI. Has complied with the requirements as
determined by the Board.
General Assessment Criteria for CAAM GE to PE
(BEM)
The PAE of a CAAM GE is similar to the practice
in the existing field whereby a professional
experience report is required to be submitted by
the GE in accordance to the guidelines as laid out
by BEM. The focus of the CAAM GE assessment
should be under the discipline of aeronautical
engineering in the area of aircraft maintenance
engineering. It is also understood that the role
of the LAME airworthiness certification and its
natural operating environment is governed by
CAAM requirements as per AN6501 [4]. It has
been established that a P.Eng professional
CoC does not in any way contradict or override
the jurisdiction of the CAAM over the LAME
airworthiness certification function. Compliance
with a professional CoC is the primary objective
of the P.Eng registration. A P.Eng with a Practising
Certificate is irrelevant and not required for
LAMEs. This is because the certification practised
by LAMEs is completely governed by CAAM through
CAAM AN6501 [4].
It is important to understand that due to
the role and natural operating environment
of AML GE, a technical report on operations
and maintenance work is more relevant and
fair to the AML GE PAE. This is usually within
an aircraft maintenance, repair and overhaul
(MRO) environment or any other CAAM approved
organisation. The professional engineering
services scope are defined in REA 1967 [2]
whereby professional engineering services
mean services and advice in connection with
any feasibility study, planning, survey, design,
construction, commissioning, operation,
maintenance and management of engineering
works or projects and includes any other
engineering services approved by the Board.
Typically the PAE may cover the scope of
professional engineering services as described
above but limited to the following:
• A detailed description of the managerial or
technical expertise in aircraft maintenance
operations or systems (e.g. planning,
quality, projects, process shop, work
processes, calibration etc.) together with
the relevant schedules which the LAME
BEM GE was involved or developed and/or
implemented.
• A detailed description of the applicant’s
contribution which would demonstrate
a sound understanding of the aircraft
maintenance engineering principles and
application.
• A detailed appraisal of the design of the
engineering, aircraft systems, engineering
processes which may or may not be the
work of the candidate should be included.
For e.g. an appraisal of a failed sensor that
created operational difficulties such as AOG
or an improved engineering maintenance
process, etc.
• A detailed description of modifications
made to existing maintenance operations
or processes which are the work of the
candidate may also be submitted.
