This article focuses on two elements of safety management that are the most important keys to an effective safety management system and play an important role in the implementation of the system , namely management leadership and employee involvement .

The safety management system is a mechanism integrated into the organisation to control hazards that may affect the safety and health of employees . Safety management practices are implemented in organisations through various measures and management programmes that are clear to employees and then influence a positive safety climate for organisations . Based on core elements that were emphasised in the OSH management systems in ANSI Z10 , ISO 45001 and OSH guidelines , they were seven safety management practices namely 1 . management leadership ; 2 . employee involvement ; 3 . hazard identification and assessment ; 4 . hazard control and prevention ; 5 . education and training ; 6 . evaluation and improvement ; and 7 . communication and coordination . Management leadership is an internal organisational factor that influences the safety behaviour of employees through safety management . Effective management leadership strives to achieve the desired state of safety and build a team committed to improve OSH in the workplace . Management must also have a strong OSH commitment and promote a good safety culture within the company . Therefore , demonstrating management ’ s role in safety is critical to the success of the safety programme .
OSH policy is an important aspect of corporate governance because the implementation of the safety management system depends on the policy and resources of top management . The OSH policy should include the organisation ’ s commitment towards OSH and formally set out objectives such as procedures and guidelines that should be followed when addressing OSH issues . Management ’ s commitment to OSH policy and strategy must be documented and explained to all employees , contractors , suppliers , visitors and customers in the workplace . The policy and strategies must be translated into workplace procedures and practices for employees to follow . The OSH policy aims to promote and improve safety awareness , OSH knowledge , promote safe work practises , and improve recognised organisational safety standards such as OSHMS certification . The policy must be reviewed timely and updated on an on-going basis .
The leadership characteristics of management consist of accountability , transparency and personal safety awareness , as these influence the trust of employees . Therefore , management must exert an ideal influence that supports the belief and position of safety as the main goal of the organisation by advocating for the safety
