Malaysia is a rapidly developing country and one of the most competitive economic players among developing countries in Asia . Malaysia ’ s rapid development is reflected in its gross domestic product ( GDP ) growth rate , which increased by 9.3 % in the first nine months of 2022 . The strengthening and development of the Malaysian economy are influenced by the labour market , domestic demand , foreign trade , banking intermediation , and investment in local capital . This shows that employees are the most important factor for the sustainable and competitive development of the country . According to the Department of Statistics Malaysia , as of May 2022 , a total of 15.9 million people were employed in Malaysia , of which 76.2 % received a monthly salary , or 12.11 million people . Therefore , the Government , through the Department of Occupational Safety and Health ( DOSH ), is committed to ensuring employees ’ safety , health and well-being through the Occupational Safety and Health Master Plan known as OSH-Master Plan . A high level of occupational safety and health ( OSH ) in enterprises can ensure and improve employees ’ quality of life , thus further enhancing the country ’ s productivity .
In 2021 , the national rate of occupational injuries is 1.43 per 1,000 employees , while the rate of occupational fatalities is 2.00 per 100,000 employees . This rate should be further reduced in line with the concept of Vision Zero , which is being discussed worldwide to ensure that the level of OSH is at the highest level to reduce occupational fatality and injuries . The zero-accident vision is a goal and a commitment to ensure that work is performed safely and accidents are prevented to achieve high safety performance . However , the zero-accident vision does not focus on the ultimate safety goal of zero accidents but focuses on methods and processes to ensure that work is performed safely to achieve the goal of zero accidents . A good safety , health and environment in the workplace can be achieved through an occupational health and safety management system ( OSHMS ) that provides a mechanism to evaluate and improve performance in the targeted prevention of workplace incidents and accidents to achieve the organisation ’ s vision of zero accidents . It is a process of determining what needs to be implemented , the most appropriate mechanism to accomplish this , monitoring progress toward the established goals , evaluating the effectiveness of implementation , and identifying areas for improvement . OSH management is a collection of inter-related or interacting elements used to develop and implement OSH strategies and objectives to achieve those goals . At the same time , OSH management is a component of an organisation ’ s overall management system used to control OSH risks .
