Form G10 ( Mechanical Ventilation ) Conundrum

By Ir . Chen Thiam Leong

GUIDELINES

When conceptualising the Certificate of Completion & Compliance ( CCC ), a . k . a . Form F , in 2007 , the three drafters * decided to introduce a quality assurance and quality control ( QAQC ) checklist ** to aid the Principal Submitting Person ( PSP ) and the Submitting Persons ( SP ), with regard to designs / installations directly related to UBBL requirements . Thence , 21 Form Gs were created for works needing approval or clearance from the Local Authority ( LA ) or Agency .

Where approvals or clearances are not stated in the UBBL or practised , no Form Gs were created , examples being design / installation for gas , boiler , genset , et cetera .
Form G10 was developed due to prevailing practice ( then ) by certain LAs such as DBKL , who require architectural plan submission to include a declaration by the Consulting ( Mechanical ) Engineer that a minimum mechanical ventilation rate of six air changes per hour ( ACH ) is provided for basement car parks . Otherwise , there is no need for this Form G10 .
As such , Form G10 does not apply to other types of mechanical ventilation systems in a building , such as toilet ventilation , plant room ventilation , fresh air intake and so forth . These ventilation-related requirements do not require specific LA or Agency approvals and hence no Form G was created .
It must be reiterated that there are many other UBBL requirements not specifically covered under the Form Gs but must still be complied with by the relevant professionals . The latest example would be Bylaw 38A on OTTV , Roof U-value and EMS system — these are not in any Form G but still need to be complied with .
Meanwhile , fire protection-related mechanical ventilation systems , namely , Smoke Control & Pressurisation systems , are covered under Form G9 ( Active Fire ).
In conclusion , PSP and SP are to adhere to the previously published FAQ as reproduced hereunder . What are the mechanical ventilation systems covered under Form G10 ? Form G10 is applicable only for mechanical ventilation of basement car parks to comply with a minimum of six air changes per hour ventilation rate . If there is no basement car park requiring mechanical ventilation , the PSP should then sign Form G10 as ‘ Not Applicable ’.
