There is a growing need for those in higher authority to balance their responsibility of preserving these assets for future generations and ensuring that all members of society , who wish to , can enjoy them today ( Plimmer , et al , 2006 ). The stigma that some visitors are given access rights while others are denied because of the existence of physical barriers should be avoided . These barriers could possibly be removed or avoided , with a little thought , planning and expenditure ( Plimmer , et al , 2006 ).
Is it Always Safety First ?
At present , there are on-going discussions between the Fire and Rescue Department of Malaysia and all stakeholders of heritage buildings . Most people will agree to the priority of safety first . This is clearly demonstrated in the need for compliance with fire and other safety regulations required for any building to which the public has access . Commonly , when specific requirements of safety are imposed on developers , owners and
contractors , costs will be incurred , and modern technical equipment installed into heritage buildings sympathetically and unobtrusively , with ( apparently ) acceptable adaptation of the physical fabric of historic buildings ( Plimmer , et al , 2006 ).
The National Heritage Department has published Guidelines for Heritage Building Conservation to help stakeholders have a better understanding of how to conserve and improve the physical characteristics of heritage buildings . It is hoped that more awareness for maintaining heritage values and characteristics will be created so that the objectives of Act 645 will be achieved . Regrettably , nowadays most things are counted in monetary terms . Heritage values are seen as valueless by some , when in fact they are invaluable . As the motto of National Heritage Department goes , “ Once Lost , It Is Long Gone ” ( Patah Tak Tumbuh , Hilang Tak Berganti ).
There is a need to strengthen clauses of Act 645 through additional guidelines and rules , and ensure stricter enforcement of the Act . At present , the National Heritage Department is trying to enhance awareness among owners to produce a
