Goal 1 : Park Programming Is Equitable and Responsive to Community Needs and Desires Outcome 1 : Park Programming Is Equitable and Responsive to Community Needs and Desires One year before Park opening , create an “ India Basin Programming Committee ( IBPC ),” composed of a diverse group of Park stakeholders to inform , plan , and maintain a calendar of events at the Parks . IBPC cultivates a broad array of performing arts , history , and culture programming with new activities , emphasizing local partnerships , and building upon existing community events . Examples in note . An active and vibrant Artist-in Residence program showcases artwork on a rotating basis BVHP-based organizations visit the park spaces and use park amenities to increase their program success . Outcome 2 : The Park design preserves and celebrates Black culture , the waterfront history , and the neighborhood ’ s cultural diversity The Park ’ s design includes spaces to accommodate permanent and temporary art installations celebrating Black arts , culture , and history , as well as the neighborhood ’ s cultural diversity
Commission public art works for the Park that reflect Black culture and the neighborhood ’ s cultural diversity Install interpretive signage that creates a visual narrative of India Basin , history of the waterfront , the larger India Basin neighborhood , historic community leaders , and the many ethnic and cultural groups whose contributions still impact the BVHP culture and economy today
