New York City ’ s Brooklyn Bridge Park and Highline and the transformed waterfronts in Chicago , Seattle and Philadelphia — to glean insights and identify elements that can be improved upon . Park planners have strived to ensure that no facet or phase of development of the India Basin Waterfront Park project will dilute Black cultural identity or displace the neighborhood ’ s remaining Black residents .
While numerous studies and planning efforts for the future of the site preceded this one , the current vision for the project came into focus in 2014 , when RPD acquired 900 Innes , a historic boat-building site that includes Shipwright ’ s Cottage , designated San Francisco Landmark # 250 .
To conceptualize the future of the India Basin waterfront , then Mayor Edwin Lee and then Supervisor Malia Cohen , convened and chaired the India Basin Waterfront Task Force in 2015 . Comprised of BVHP community leaders , key regional stakeholders , park property owners , TPL and SFPA , the Task Force set the following goals for the process : a ) ensure the community drives the project design ; b ) ensure the project addresses significant environmental contamination and physical blight left by historic industrial uses at 900 Innes and reimagines the other two isolated , underperforming park spaces , India Basin Open Space and India Basin Shoreline Park ; and c ) ensure that the future network of open spaces in India Basin look , feel and operate as an integrated park .
This report marks a milestone in the equitable development planning process the project team formally initiated in 2018 . Within this document are community-developed anti-displacement strategies intended to help strengthen the vitality and stability of the India Basin and greater BVHP community .
