In December 1915, he began his historic role - politics. Thanks to his influential acquaintances in France, he also introduced TG Masaryk and E. Beneš to the highest circles, with whom he founded the Czechoslovak National Council (ČSNR) in February 1916 and became his vice-chairman.
After the international recognition of ČSNR, this body was transformed on 14 October 1918 on a three-member government: Masaryk served as Prime Minister, Beneš Minister of the Interior, and Stephanic Minister of War.
Shortly after, Masaryk published the Declaration of Independence of the Czech-Slovak Republic, Washington Declaration. On October 28, 1918, the First Czechoslovak Republic was declared.
