Chief Bryan Kelly retired on February 21, 2020 after a 35-year career which has included the rank of Patrol Officer, Sergeant, Lieutenant and Chief of Police. Chief Kelly led a 26-member full-time professional police department since April of 2012. There have been many new initiatives in the Shaler Township Police Department during the tenure of Chief Kelly. These initiatives include a partnership with the Shaler Area School District to create the position of School Resource Officer. Officer Spiker has served in this position since 2014. In addition, Chief Kelly forged a partnership with the Pittsburgh Office of the Federal Bureau of Investigation with Detective Mike Heinl serving on a specially appointed task force for violent crimes. Chief Kelly has also supported the Shaler Police Department’s participation in the North Hills Special Response Team, the team is activated for hostage and other unusual situations in northern Allegheny County. Chief Kelly supports a wide variety of training and encourages officers to attend as many courses as possible to expand their knowledge. Chief Kelly has served as the President of the Allegheny County Chiefs of Police Association. He has also served on the Executive Boards of the Western Pennsylvania Chiefs of Police Association and the Pennsylvania Chiefs of Police Association. In addition, he served on several committees of the various associations. In the ninety-year history of the Shaler Township Police Department, Kelly was the seventh police chief to serve. Township Manager Tim Rogers comments that Chief Kelly’s sense of ethics and fairness always provided me with reassurance that his decision-making process was second to none. The Township is grateful for his service for the past 35 years and his leadership of a police department that serves the residents of the Township well. The Township wishes Chief Kelly well in his retirement. His retirement plans include enjoying time with his family, traveling and golf. Thanks for a job well done, Chief. New Chief of Police - J. Sean Frank On March 10, 2020, J. Sean Frank was named Chief of the Shaler Township Police Department. Chief Frank was hired as a police officer on February 14, 1992. A native of Sharpsburg he previously served as paramedic for St. Margaret’s and Allegheny General Hospital as well as funeral director for Nevil E. Frank Funeral Home in Sharpsburg, PA. Always interested in serving the public, Chief Frank gravitated towards law enforcement and has served his entire career at the Shaler Township Police Department. Rising through the ranks of Sergeant, Lieutenant and First Deputy Chief of Police, he has demonstrated leadership and excellent communication skills. In 2017, he attended the Federal Bureau of Investigation National Academy (FBINAA), a prestigious executive level law enforcement training program of the FBI located in Quantico, VA. This 10-week course is a program for active law enforcement personnel to enhance law enforcement standards, knowledge and leadership. It is an elite group of graduates and Chief Frank states “it was the most rewarding experiences in my professional career and will certainly benefit me as I lead the Shaler Township Police Department”. Chief Frank will continue to serve as the Township’s Emergency Management Coordinator as he has for the past 8 years. In this position, Chief Frank assumes command of all emergency situations in the Township and coordinates the necessary personnel and equipment to address the situation. Chief Frank was sworn into office at the March Board of Commissioners meeting surrounded by his family and friends. Chief Frank and his wife Anita have lived and raised their three daughters in Shaler Township. He is the proud grandfather of two and enjoys spending time with them.
