Notice to Students and Parents Regarding the Use of Video and Audio Equipment Video and audio recording equipment may be installed on school buses to monitor school transportation. Buses will be videotaped with audio and recorded at random during the school year. Buses may be equipped with video monitor boxes, in which video-recording devices with audio may be installed. Students will not be notified when a recording device has been installed on their bus. The Transportation Supervisor, a principal or a representative of Plum Borough School District may review tapes on a routine basis, and evidence of student misconduct will be documented. Students found to be in violation of bus conduct rules shall be notified and disciplinary action will be initiated under the guidelines contained in the District’ s discipline procedures for District approved student transportation. Additionally, please be advised that the District has numerous videotaping cameras located throughout our premises for safety and security purposes and representatives of Plum Borough School District may review tapes on a routine basis. Parents, students and their representatives are not permitted to review recordings and all records are the property of the District.

Audio / Video Recording on School Buses and Vehicles
Recently, ACT 9 of 2014, an amendment to the Wiretap and Surveillance Act, was signed into law by former Governor Corbett. The amendment clarifies that audio and video taping on buses and school vehicles is now permitted. Use of audio and video recording devices on school buses has been in use for many years, however, the Wiretap and Electronic Surveillance Act had been interpreted as not permitting audio and video taping. This new amendment now provides clear legal authority to permit audio and video taping on school buses.
Audio and video taping on a school bus or a school vehicle is permitted as long as the following are provided:
1. The school district has adopted a policy that authorizes audio and video interpretation for disciplinary or security reasons. 2. Each year, the school board notifies its students and parents or guardians of the policy. 3. The school district posts a notice that students may be audio and video taped, which notice is clearly visible on each school bus or school vehicle that the bus or vehicle is furnished with audio and video recording equipment.

New Director of Business Affairs
The Plum Borough School District( PBSD) announces the hiring of John Zahorchak as Director of Business Affairs, effective Monday, September 12.
Mr. Zahorchak, a Johnstown native and graduate of Indiana University of Pennsylvania with a B. S. in Human Resource Management and an MBA, comes to PBSD with over 13 years of experience in operational and strategic management experience and over seven years of school business leadership experience. John is a presenter and an active member of the Pennsylvania Association of School Business Officials and most recently served as the Business Manager for the Greater Johnstown School District since July of 2012.
John is an exciting new addition to Central Administration and his outstanding record of service to Johnstown will only enhance our District’ s ability to improve overall operational, financial, and strategic management effectiveness.
