WHO IS THE DEVELOPER? Millcreek Momentum, LLC is a joint venture between JMF Properties, Gladstone Equities, and former Pennsylvania Governor Mark Schweiker as senior advisor and partner. As is common in real estate development, Millcreek Momentum, LLC was formed as a new entity specifically for this project. This is standard industry practice and reflects the way development partnerships are structured across the country.
JMF Properties founder Joseph M. Forgione brings more than 25 years of development experience and has overseen the construction of more than 3,000 residential units as well as multiple commercial and retail properties. Gladstone Equities brings more than 40 years of experience in commercial, retail, and mixed-use development. Governor Schweiker offers a unique background in municipal government and real estate development, including direct experience with projects of this scale at the township level.

HOW WAS THE DEVELOPER SELECTED? The MTGA initiated a formal developer selection process in April 2025 through a request for qualifications, followed by a request for proposals in June 2025. Five firms responded to the RFQ. Two advanced to the RFP stage. The authority evaluated submissions based on developer experience, financial capacity, alignment with township planning documents, and responsibility to taxpayers. Millcreek Momentum, LLC was selected based on the financial strength and depth of experience of the development team.
WHAT COULD BE INCLUDED? The excitement around what could be included is palpable and is an opportunity for real optimism. The proposed mixed-use concept will include commercial, restaurant, and residential space, a boutique hotel, and public amenities such as pedestrian and bicycle improvements. Final plans – which will consider public input and define specific retail possibilities- will be refined during the pre-development phase. The design of public spaces will be informed by community input.
WHAT COMES NEXT? The pre-development phase will allow time for detailed planning, financial review, and public engagement before any construction begins. Residents will have opportunities to provide input as the project advances.

The Gateway District has been the subject of planning efforts rooted in the 2018 Embrace Millcreek Comprehensive Plan and shaped by years of community input. This next phase keeps that work moving forward and will shape the gateway to Presque Isle as well as a town center for Millcreek for the next generation.
