GOV’ T TRANSITION PROCESS
In November 2025, Millcreek Township voters approved a change in the Township’ s form of government to take effect in 2028.
With the conclusion of the Government Study Commission and its formal disbandment on November 5, 2025, the responsibility for implementing this new form of government now shifts fully to Millcreek Township in accordance with the Second Class Township Code Section VII. The Township is committed to guiding this work with clarity, transparency, and long-term planning to ensure a smooth and effective transition.

TRANSITION LEADERSHIP Leadership for the current three-member Board of Supervisors remains established and in place. As the Township assumes all transition responsibilities, internal leadership will continue to coordinate planning efforts and oversee next steps. The Township will manage the entire process from this point forward.
Establishing a timeline for the transition process. Updating and rewriting the Township Code to reflect the new form of government. Developing an organizational chart for the future management structure. Creating job descriptions and position frameworks for new roles within the 2028 government model. Preparing the incoming five-person council for its eventual responsibilities. Conducting necessary budget planning to support the transition. These priorities will guide Township operations through 2026 and 2027, with concentrated planning and action beginning in the first quarter of the upcoming year.
The approval of a government change marks an important milestone for Millcreek Township. As the Township takes on the next phase of this process, the focus will remain on building a structure that supports residents, strengthens operations, and ensures a successful transition to the new government framework in 2028. Their work is done; now the work for the Township begins.
