The first day of school for Carlynton School District students is scheduled for Monday, August 24, 2026. As students return to classrooms and school buses return to community roads, the District is asking every motorist to make student safety a priority.
Each school day, Carlynton students depend on school buses to carry them safely between their homes and schools. That responsibility extends beyond our bus drivers, transportation provider, school staff, families, and local law enforcement. It also depends on every motorist who encounters a school bus along our community’ s roads.
During spring 2026, the District implemented a school bus stop arm safety program designed to strengthen student safety and increase driver awareness. Participating school buses are equipped with camera technology that can document vehicles that pass a bus while its red lights are flashing and its stop arm is extended. The purpose of the program is straightforward: to protect students during one of the most vulnerable parts of their school day, the moments when they are entering or exiting a school bus. Children may need to cross a roadway after leaving the bus and younger students may not always accurately judge the speed or distance of an approaching vehicle. A driver who ignores a stopped school bus can place a child in immediate danger.
The flashing lights and stop arm on a school bus are not suggestions, they are traffic control signals intended to create a protected area around students as they board or leave the bus. Pennsylvania law requires motorists to stop at least 10 feet from a school bus when its red lights are flashing and its stop arm is activated. Drivers must remain stopped until the red lights are no longer flashing, the stop arm has been withdrawn, and all children have reached a place of safety.
Drivers must stop when they are:
• Traveling behind a stopped school bus
• Approaching a stopped school bus from the opposite direction
• Traveling alongside a stopped school bus
• Approaching an intersection where a school bus is stopped

The primary exception applies when opposing lanes are separated from the bus by a physical barrier, such as a grassy median, guide rail, or concrete median barrier. A painted center line or turning lane does not create a separate roadway. When a school bus’ s amber lights begin flashing, motorists should slow down and prepare to stop. Drivers should never attempt to accelerate past a bus before the red lights activate.
The camera system is designed to identify and document potential violations that occur while a school bus is stopped with its warning equipment activated. The technology may capture information about the vehicle, license plate, location, and circumstances surrounding the incident. The identification of a potential violation does not mean that a citation is automatically issued. Recorded events are reviewed and local law enforcement determines whether the evidence supports the issuance of a citation.
Pennsylvania law permits school districts to use automated stop arm enforcement systems as an additional tool for enforcing the School Bus Stopping Law and improving the safety of students who ride school buses. The District’ s objective is not simply to identify violations after they occur, the larger goal is prevention. Increased awareness and consistent enforcement can encourage drivers to slow down, eliminate distractions, anticipate bus stops, and make safer decisions.
Student transportation safety requires the cooperation of the entire Carlynton community. As the new school year begins, motorists should allow additional travel time during morning arrival and afternoon dismissal periods. Drivers should avoid distractions, remain attentive in residential neighborhoods, and anticipate that school buses may stop frequently along their routes.
Parents and guardians can reinforce safe behavior by reminding children to follow the directions of the bus driver, wait until the bus has stopped before approaching it, remain visible to the driver, and look carefully before crossing a roadway.
The District will continue working with its transportation provider, law enforcement agencies, families, and community partners to promote safe transportation practices. The stop arm safety program is one component of that broader effort.
