The Borough is governed by seven elected Council members and a Mayor . The Mayor is elected for a 4-year term ; Council members are elected for 4-year overlapping terms . There are no term limits in Baldwin .

In June , The South Hills Area Council of Governments ( SHACOG ) put out a joint bid for solid waste collection , removal and disposal services for its member communities . Baldwin Borough , along with many other South Hills communities , will begin a new contract with Waste Management on January 1 , 2024 .
All of the services that residents are used to receiving ( bulk item pick up , household hazardous waste pick up , leaf bag pick up ) will remain . However , due to changes in the waste and recycling industry , the scope of some of these services has changed . We are doing our best to keep residents informed of these changes ahead of the start of the new contract and we ask for your patience as we navigate these changes together . We are always here for questions , so please feel free to reach out to the Borough Administration Office at any time .
It is strange to be talking about the pool when temperatures are dropping but , it is important to mention that members of Baldwin Borough ’ s Administrative staff and the Borough ’ s Engineers have begun talking about how to best utilize $ 650,000 in grant money that was awarded for pool repairs and upgrades . Planning is in preliminary stages , but we hope to have cost estimates and concept drawings to present to Council in the next few months . Our ultimate goal is to upgrade the pool ’ s aging mechanical system and structural deficiencies , while also making much needed improvements to the actual pool itself . This is an exciting ( and much needed ) project for the Borough !
Lastly , I would like to wish you all a happy and healthy holiday season . I hope that in the New Year , we can come together as neighbors with the collective goal to continue making Baldwin Borough a great place to live .

The police department has maintained dual accreditation since 2016 through CALEA and PLEAC . In early 2024 , the department will once again be trying to earn reaccreditation . An assessment team from around the country will be in Baldwin Borough in mid-March to review all aspects of the police department . As part of that reaccreditation process , the CALEA assessors are requesting residents offer comments about the police department . We are encouraging members of the community to use this link to access and submit comments , commendations , and other information regarding our department ’ s quality of service , or any other information relevant to the accreditation process . The comments will be used by CALEA assessors as insight into our agency and used by the department ’ s leadership team to make improvements in the service we provide .
