Elm Leaf Park – Phase II
As part of the Borough’s Master Plan for revitalization
of the Parks, Phase I for Elm Leaf Park was completed
in May of 2018. Now the Borough has just awarded the
Contract for Phase II to A. Liberoni Inc. in the amount of
$678,644.24. Work will begin in early November and be
completed in late May 2020. Work includes construction
of new ADA Parking for the Pool and Basketball facilities,
reconstruction of the Basketball courts with new
backboards, poles, rims, nets and color coat surfacing of
the courts as well. Additionally, we will be having a deck
hockey court area in the lower parking lot, a trail around
the existing ball field and a trail connecting Phase I with
Phase II. More green space has been added along with a
new playground facility as well. Finally, the access to the
lower ballfield restrooms will be improved to become ADA
compliant.

Colewood Park – Phase III
Furthermore, the Borough’s Master Plan included upgrades to Colewood Park. Phase I was completed in May of 2018 and
Phase II is in the process of wrapping up which expanded the parking lot on Overland Trail to 55 spaces from its original 12
spaces. Additionally, a second smaller soccer field was included in Phase II. Phase III is partially funded through the County CITF
(Community Infrastructure and Tourism Fund) program and includes the construction of a new ADA compliant restroom with a
small patio type shelter area. This is expected to go out to bid in November with construction to be completed by May of 2020.
SANITARY and STORM SEWER MAINTENANCE
The Borough recently purchased a
new 2020 VAC-CON Sewer Flushing truck.
Baldwin Borough, as well as the entire
(PA) region, are under mandated state
and federal compliance guidelines and
regulations to continually clean, televise,
repair and replace these lines as required.
This truck is designed and equipped to
assist our crews to properly and safely
maintain our sanitary and storm sewer
infrastructure in order to achieve these
compliance guidelines.
Due to the age of our infrastructure,
along with now having our new
equipment, you’ll be seeing a lot of sewer
maintenance activity around the area
for many years to come. For your safety,
as well as the safety of our Public Works
personnel, please be careful and cautious
when traveling near or around this equipment, or in any active work zone.
