SPRING AND SUMMER CODE REMINDERS
GRASS
• Grass, weeds, and vegetation may not grow to excess as to be considered a nuisance. Vegetation six( 6) inches or higher is considered to be a public nuisance and is subject to violations, Fines, and / or other legal action.( Baldwin Borough Ordinance 70-1 Prohibited Grass, Weeds And Other Vegetation)
• Grass clippings may not be washed, swept, or blown into stormwater drains, sanitary sewer, ditches, conveyances, water bodies, or roadways.
PETS
• Domestic pets are not permitted to run at large. Keep pets leashed unless they are inside a fenced in yard.
• Pet owners are responsible for cleaning up pet waste on public and private property. Clean up after your furry friends and help keep our neighborhoods a clean, healthy place to live.
• For barking dog complaints, please contact the Police Department. You can also call 911 and let them know it’ s a“ non-emergency”; they should connect you with an Animal Control Officer. When the Animal Control Officer reaches out, make sure to clearly explain your concerns so they can assist you effectively.
REQUIRED PERMITTING PRIOR TO HOME IMPROVEMENTS Spring and summer are busy months for home improvement projects. The Borough of Baldwin Code Enforcement Department is committed to helping your project go smoothly. Many projects require a permit, and we are here to help. It is best practice to speak to the Code Enforcement officer before beginning a project to review any necessary permits. All applications can be found on our website at baldwinborough. org. Remember, the earlier you submit your permit application, the better!
ORDINANCE & PROPERTY MANAGEMENT REMINDERS
• REFUSE AND RECYCLING COLLECTION: Refuse and recycling bins should be placed at the curb no earlier than 5:00 PM the day before pickup and removed by 6:00 PM the day after pickup.( Baldwin Borough Ordinance 136-5 Collection- G)
• BIN STORAGE: Refuse and recycling bins should not be stored in the visible front yard area.( Baldwin Borough Ordinance 136.4 Storage)

• TREES: There should be a clear space of fourteen( 14) feet between the street pavement and tree limbs above. You should also keep a five( 5) foot horizontal clearance between the curb and any bushes on your property, especially corner lot properties.( PennDOT 302.3)
• NEIGHBOR’ S TREE: If you have concerns regarding a tree between your property and your neighbor, we suggest the following steps: 1. Do you have a survey that confirms that a tree / shrub or bush is on your neighbors’ property and not yours.( Any branches or limbs that are over the property line( on your side) can be cut by you. Just ensure you know where your property line is.)
2. Have you have tried talking to your neighbor about your concerns? If so, document the conversation, who, when and where...
3. If you don’ t communicate with your neighbor or there is a history of poor relations, we recommend that you send a“ certified letter” with pictures attached to your neighbor stating your concerns that the tree / shrub / bush is“... in my opinion” going to fall and / or damage my property and a plan of action.( Ex:“... after 30 days of receipt of this letter if no action is taken, we will have a tree service trim the tree / shrub / bush that is over the property line on our side...”)
4. Along with sending a“ certified letter” with pictures with the concerns to your neighbor also send one to your insurance company in case the tree / shrub / bush does fall and do damage you can say that fair warning was given.
5. You could hire an arborist to give a professional option that the tree is a danger and could fall.
6. Any branches that are in power lines you should call the power company. They have crews that clear power lines of foliage.
7. Finally, if all else fails, you can pursue the matter with the Magistrate. Please note, the Borough does not get involved in private property disputes between neighbors regarding trees.
