The 2026 Road Improvement Program is currently under review. This program is made up of a priority list of roads needing repaved, which haven’ t been paved in many years, and is generally made up of routine mill and fill asphalt pavement. Additionally last year, and after much research, we began another pavement preservation technique called Pavement Rejuvenator sealant program, which is expected to add several years of life expectancy to newer pavement, and will be part of this year’ s program again. • After a few years of unsuccessful attempts for grants, the Borough decided to move forward on our own with upgrades to McAnnulty Park. This will include the multi-purpose installation of two-color coated Pickle Ball Courts and basketball court, at the current asphalt pad location currently not in use. This will also include new fencing, a basketball court, and enhancements and extensions to the existing walking trail, and a minor pavilion facelift. Project construction is anticipated to begin this spring and be ready sometime during the Summer 2026.
• We’ re excited to announce the much-anticipated Grand Re-opening of the newly renovated Baldwin Pool, featuring a zero entry with several water features, ADA ramp, new dual slide, and diving board.
• The Borough has been participating in a“ Plastic Film” recycling program and has reached the one-thousand LB film recycling goal. As a result, we have been awarded a new recycled plastic composite material public bench that, once received, will be proudly displayed for use at the municipal building entrance.
• The Borough applied for and received a grant for New and Updated Field Lights at our Municipal field. This project is anticipated to begin at the end of summer 2026.

We are also reviewing some other newer pavement preservation techniques now being widely used in the pavement industry and will look to add additional tools in our pavement toolbox to utilize in the future and get the most bang of our pavement restoration buck with respect to repaving and maintaining new and older roadways. Borough pavement work is anticipated to begin during the summer months and completed by the Fall. Continue to check our Borough website and social media for updates of the roads being worked on.
• The Municipal building and Police Department is undergoing security fence installation with gate upgrades for public safety and authorized access only in and around this area.
• A much-needed rehabilitation to the DPW Leland salt building facility is scheduled to begin Spring 2026. The building was originally built in the 1950’ s and in need of restoration and rehabilitation. An LSA grant was applied for and awarded to help offset the costs for this rehabilitation project. This will be followed by another bid project to the municipal building salt shed location later this year, or early 2027. Grant application for this facility location is ongoing.
• We are coordinating with“ Friends of the Riverfront” for maintenance, and future planning for enhancements along the Eagle’ s Landing Riverfront Park / GAP Trail scheduled to begin this year. Upgrades to include new signage, interpretative signage, bike racks, bike repair area, picnic tables, a pavilion and observation area.

UTILITY WORK AND WORK SAFETY ZONES
All residents are reminded that there is much utility infrastructure work being performed in the Borough by Columbia and Peoples Gas Companies, PA American Water Co., and DLCO. They routinely subcontract to outside vendors who will perform some of their work as well. While there is a substantial amount of utility work being performed in both North and South Baldwin, please remember that they will also be the responsible party for the restoration of those disturbed areas, i. e. disturbed yards and driveways, roadways, and intersections within the scope of their infrastructure improvement projects. We understand these projects, while sometime disruptive, are a temporary inconvenience for long term service benefits. We appreciate your continued patience while these projects are ongoing and want to remind you to please drive safely using extra caution in these utility work zone areas.
