The Borough is governed by seven elected Council members and a Mayor. The Mayor is elected for a 4-year term; Council members are elected for 4-year overlapping terms. There are no term limits in Baldwin.

BALDWIN POOL CLOSURE 2025 SEASON
Baldwin’ s Municipal Pool design was completed and put out for bid in April 2024. However, only one bid was received, and it was almost double the projected costs, exceeding the Borough ' s budget. As a result, the bid was rejected. We asked our engineers to adjust the scope of the project and re-bid it in July. This time, two bids were received, but the lowest bid was still nearly double the budget. Again, the bids were rejected.
To bring costs down, we re-evaluated the project, separating it into two parts: one bid consisting of the interior mechanical work( e. g., heater, pump, chlorinator, piping) and another bid for the exterior work( e. g., exterior piping, liner, gutter system). These bids were opened in November and December respectively, and Council awarded the contracts in January 2025. Construction is expected to start in late February or early March 2025, with a completion deadline of December 31, 2025.
Due to the significant rise in costs and a limited number of bidders, the Borough worked hard to keep the project within budget while being responsible with both the grant funds and matching dollars used to pay for it. This has been a challenging bidding process, requiring considerable time and effort from many in the Borough.
As mentioned in the construction schedule, the pool will be closed for the 2025 season. However, Brentwood Borough has kindly agreed again to allow Baldwin residents to use their pool during that time.
