Continuing with the complete transparent process , the below article is an update on the Borough ’ s process to find the best EMS provider for the community .
The process began in April 2022 when the Borough issued a Request for Proposals inviting firms to submit a proposal for the purpose of entering into a one-time contract through competitive negotiations for the professional services of an Emergency Medical Services ( EMS ) provider with experience in providing such services for local government entities .
Why didn ’ t the Brentwood Council include space for Brentwood EMS when they constructed their new Borough Building ?
Yes , space was offered to them in the new building . In February of 2017 , one of several meetings were held with Brentwood EMS regarding their future operations given the fact the Borough was designing a new Borough Building . During a January 29 , 2018 Borough Building Committee meeting with members of Brentwood EMS , a plan to provide Brentwood EMS with 2,295 sf in the new Borough Building was presented and discussed . Brentwood Borough officials were informed that the reduced space was not going to work for them . It would have resulted in approximately a 1,000 sf reduction in space ( which would have been equivalent to losing 1 parking bay and bunk room ). Also discussed at this meeting were , future lease payment options if Brentwood EMS accepted the space . These figures did not appear to go well with Brentwood EMS who has not been required to pay Brentwood Borough rent for the space they have been operating out of in the now former Borough Building . Not knowing what Brentwood EMS would require the meeting ended with a stated Action Item that included the following : Brentwood EMS present Brentwood Borough Council with a proposal to lease new space at the new Public Safety Building prior to February 19th Council meeting . Brentwood Council never received a proposal . As such , Brentwood Council voted to move forward with plans to construct a 1 story Borough Building that did not include space for EMS , however it had been stated that they would entertain any proposal received from Brentwood EMS regarding their future location .
Why did Brentwood Council issue a RFP for EMS ? Why not just stay with Brentwood EMS who has been serving the community for over 45 years ?

of final bid documents to construct a new 1-story Borough Building that did not include any space for Brentwood EMS . When Council decided to move forward with marketing the former Borough Building site in early 2022 that included the demolition of the former Borough Building , Council became concern when Brentwood EMS indicated that they did not have any confirmed options of where they will operate out of come November 2022 when the former Borough Building is scheduled to be demolished . Brentwood Council ’ s primary goal is to ensure that the residents of Brentwood do not lose any EMS coverage once Brentwood EMS is required to vacate their current location . This was the primary reason they decided it critical to issue the RFP for EMS .
Why doesn ’ t the Borough permit Brentwood EMS to stay at their current location in the former Borough Building until they can find a new place or temporary place to operate from ?
The reason the Borough constructed a new Borough Building was due to the deplorable and unsafe conditions of the former Borough Building . The concern is so dire that in 2015 or so , Brentwood Council authorized $ 124,000 to a masonry contractor to better secure the giant granite blocks to the building after it was noticed that they were pulling away from the building . This was only to be a temporary fix to prevent what could be a catastrophic failure . ( think brick facade crumbling this year from a building in the southside .) Brentwood EMS is aware of the unsafe conditions of the former Borough Building . In addition , there is no central HVAC system in the former building after the boiler went out in 2015 or so . The roof is leaking and there are noticeable structural issues . The building is near being condemned .
How many responses / proposals did the Borough receive ? The Borough received proposals from the following : 1 . Brentwood EMS 2 . Medical Rescue Team South Both proposals are provided on the Borough ’ s website .
Meeting Agendas & Minutes ( brentwoodboro . com ) On Monday , July 11 , 2022 , a Special advertised meeting was held at the Brentwood Borough Building with Borough Council to interview each of the above organizations .
