1 Community Empowerment
This process represents a paradigm shift, from sex workers being recipients of services to the selfdetermination of sex worker communities. Community empowerment builds a social movement
where the community—sex workers—collectively exercise their rights, are recognized as an authority,
and are equal partners in the planning, implementation and monitoring of health services.
