the full weight of the law is more rigorously applied to black people . Those who administer justice do not adhere to the ethical standards of transparency and impartiality , but to the rules of discrimination . The proposal to deepen the analysis on racial problems and to enter into an agreement about them would be consistent with the current situation and reality in Cuba if , unprejudiced by the official ideology , the civil society and its institutions can have some space for
debating within a framework of rights and protection , respect and guarantees . It must be guarantee that those taking part in such a debate can do it from the perspective and the pride of their racial affiliation , or simply because , as Cubans , they feel the need to vindicate something still pending and that the hegemonic power pretends to continue ignoring : the emancipation , which inspired Afro-Cubans to contribute to the process of independence and to the abolition of slavery .
