KNOWLEDGE IS POWER Product Recall TRACEABILITY Traceability is the ability to follow an item or group from one point in the supply chain to another. The system provides timely, accurate and relevant traceability information to enhance emergency management, market access, industry competitiveness, and consumer confidence. An adequate Traceability System:  DOES NOT prevent a foodborne outbreak.  CAN quickly identify the source of a product and speed an investigation.  CAN limit damage to the consumer. RECALLS The Recall Plan serves two primary purposes:  To remove defective product from the marketplace.  To prevent such defects from occurring again. It is important to remember that the word “Recall” has special legal, insurance and liability significance. Product is found defective either through in-house testing process, the recall of raw product from a supplier, or as the result of a customer complaint. Any conclusion must be supported as completely as possible by scientific documentation. Once the product is removed from circulation, the recalled product may then be subject to testing, corrective action to ensure compliance, or destruction, depending on the nature of the problem. 21 The removal of products from the marketplace and distribution channels when products which are defective and may pose a threat to consumer welfare. Market Withdrawal The removal of products from the marketplace and distribution channels typically involving non-harmful quality or mislabeling issues. Product Recovery The removal of products still in control of the manufacturer. It would be a product recall or market withdrawal if the product were in distribution channels. Mock Recall Mock Recalls are used to determine whether the recall procedure is capable of identifying and quickly controlling a given lot of potentially affected product and reconciling the quantities produced, quantities in inventory, and quantities distributed. In order to evaluate the product recall program, Mock Recalls are carried out at least twice annually. All information obtained during the Mock Recall is documented using the Recall Log. The Mock Recall file should include the name, address and telephone number of customers affected by the lot tested, as well as production records, inventory records and distribution of each test lot distributed.
