CORONAVIRUS IN MONACO

The coronavirus epidemic ravaging
the world, has affected the Principality
as well. Following the example
of its neighbours, France and Italy,
Monaco imposed a national quarantine in
March, suspending the work of all non-vital
businesses. Back at the start of the epidemic,
the number of the Principality’s cases
was growing slowly daily. Prince Albert II
himself and Minister of State Serge Telle,
were affected. Following two weeks of selfisolation
under medical supervision, both
of them have fully recovered. By the beginning
of June, the number of cases had
reached 99, ninety of whom had recovered
and four who, sadly, had succumbed to the
new virus’ complications.
Under the quarantine, the princely government
and the National Council have provided
a large supply of protective masks for the country’s
entire population. The City Hall has taken
on the responsibility for their distribution.
In addition, in order to mitigate the economic
consequences of the sanitary crisis, the
Principality of Monaco introduced a number
of new measures supporting businesses.
The government has thus established an
Extraordinary Minimum Income (RME) totaling
1800 euros per month. Under certain
conditions, it is paid to individuals carrying
out a professional activity, authorized within
the Principality. A one-time payment of 1800
euros was also established to support small
businesses (APS). To support entrepreneurs
and artisans, the government committed to
guarantee their potential bank loans.
As fewer new cases were declared and the
epidemic weakened, the princely government
announced details for general deconfinement
planned for May 4. The lifting of
the quarantine was assured over 3 main stages.
The first was the opening of all shops
while respecting social distancing. That excluded
cafes, restaurants and entertainment
and convention centres. As of May
11, schools were opened, prioritizing the
classes that needed to pass their exams. All
this, with a strict observance with respect
to sanitary requirements. Going back to
school was also divided into three stages.
Ele mentary school students (CP and CM2
classes) were thus the last ones to be admitted
back to school on May 25. Since 2nd of
June many of the restaurants and cafes, the
casinos, museums and many of the more individualized
types of sports activities have
resumed.
On May 25, the Prince’s Government embarked
on a mass testing campaign for all residents
of Monaco. The serological tests, conducted
free of charge, involve rapid analysis
of a drop of blood. In a few minutes, patients
can learn whether or not they have come into
contact with the virus. At the time when the
magazine went to print, a total of 16,200 people
had been tested, which represents 43 %
of the population. The first results from this
testing campaign revealed a small percentage,
precisely 2.7 % of serological tests were
positive. Those who tested positive were offered
an additional procedure consisting of
a full-blood test. If this was also positive, the
person concerned was invited to undergo a
PCR test involving a nasal swab.
On June 2, the Prince’s Government began
testing people who work in the Principality
(employees and self-employed workers), a
population of 50,000. You can find out about

обошла стороной и Княжество.
Монако по примеру соседних Франции и
Италии ввело карантин в марте, приостановив
работу всех предприятий, чья деятельность
не является жизненно важной.
В начале эпидемии количество заболевших
в Княжестве росло каждый день. В их
числе оказались князь Монако Альбер
и государственный министр Серж Телль.
После двухнедельной самоизоляции под
наблюдением врачей оба они пошли на
поправку и выздоровели. В начале июня
число заболевших в Княжестве составляло
99 человек, включая 90 выздоровевших
и четырех погибших из-за осложнений,
вызванных новым вирусом.
В рамках карантина правительство совместно
с Национальным советом обеспечило
большой запас защитных масок
для местного населения. Мэрия Монако,
в свою очередь, взяла на себя обязанность
по их распределению.
Кроме того, стараясь сделать все возможное
для максимального смягчения экономических
последствий кризиса, правительство
ввело ряд мер поддержки
бизнеса и учредило чрезвычайный минимальный
доход (RME) на общую сумму
1800 евро. При определенных условиях

выплата единовременной суммы в размере

бизнеса (APS). Наконец, правительство
Княжества объявило о готовности выступить
гарантом по банковским зай мам
предпринимателей, озабоченных спасением
своего бизнеса.
Как только число заболевших стало уверенно
снижаться, правительство обнародовало
подробный план выхода из карантина
с 4 мая. План предусматривал три
основных этапа. Первыми были открыты
магазины, обязательным условием работы
которых стало соблюдение социальной
дистанции. С 11 мая началось постепенное
возобновление обучения в школах,
но только в тех классах, в которых планируется
сдача экзаменов (разумеется, при
строгом соблюдении санитарных стандартов).
Возвращение в учебные заведения
тоже, в свою очередь, было разбито на
три этапа, и последней, с 25 мая, к учебе
приступила начальная школа (классы CP
и CM2). Со 2 июня возобновили работу
рестораны и кафе, казино, пляжи, кинотеатры,
музеи и выставочные залы.
25 мая правительство начало массовую
проверку всех жителей Монако. Бесплатные
серологические тесты предполагают
быстрый анализ капли крови: буквально
через несколько минут пациенты смогут
узнать, вступали ли они в контакт с вирусом.
На момент сдачи журнала в печать
было протестировано 16 200 человек,
что составляет 43 % населения. Первые
результаты говорят о том, что 2,7 % серологических
тестов оказались положительными.
Во вторник, 2 июня, началось тестирование
всех, кто работает в Княжестве
(наемных работников и самозанятых),
общим числом около 50 тысяч человек.
