HUMANITARIAN RESPONSE SITUATION REPORT
Response Name: World Vision Ethiopia CAT III Emergency Response October 1, 2015- September 30, 2016
1. GENERAL OVERVIEW
The year 2015/16 has been the toughest for Ethiopia where
it faced the worst drought in 30 years, following the failure of
spring/belg rains that negatively impacted planting and livestock
production across the country. This was compounded by the
arrival of El Niño weather conditions in June 2015 that affected
rainfall patterns of the summer/kiremt rains, which provides
much of the country’s agriculture harvest and potable water.
Successive poor rainfall has increased food insecurity and
malnutrition; and devastated livelihoods in different regions of
the country.
The government of Ethiopia together with humanitarian
partners has continuously revised the humanitarian
requirement and people in need of humanitarian assistance;
which was 4.5 million in August 2015 and jumped to 8.2 million
in October 2015 and peaked to 10.2 million in March 2016
with a slight decline (dropping to 9.7 million in August 2016).
El Niño exacerbated Drought, added with extensive flooding
and disease outbreaks, is having a devastating impact on
the lives and livelihoods of millions of Ethiopians. Projected
2.7 million people experience MAM (0.4m) and SAM (2.3),
0.8million people displaced due to shock and 2.1 million people
lack adequate WASH access.
In order to effectively respond to the complicated
humanitarian crises in the country, the revised HRD is
structured into three strategic objectives: 1) Save lives and
reduce morbidity related with drought 2) protect and
restore livelihoods and 3) prepare for and respond to other
humanitarian shocks, including natural disaster, conflicting and
displacement.
II. RESPONSE OBJECTIVES
The mid- year revision of Humanitarian Requirements
Document (HRD ) by the Government of Ethiopia and
Humanitarian partners has been finalized and launched on the
12th of August.
The HRD for 2016 projected 10.2 million people in need of
emergency food assistance in the year. Also prioritized in the
HRD are 435,000 children under five and 1.7 million children,
pregnant and lactating women requiring specialized nutritional
support.
World Vision Ethiopia targeted 34 Area Programs including
some adjacent districts that are seriously affected by the failed
belg and meher harvest and the potential impact of poor
harvest due to El Niño weather in Oromia, Amhara, SNNPR,
and Tigray Regions.
World Vision Ethiopia’s Category III Emergency Response
Objectives are well aligned with Ethiopia 2016 Humanitarian
Requirements Strategic Objectives. WVE aims targeting more
than 1.2 million drought affected vulnerable people within
which WVE operation areas from October 2015- September
2016. The response has three strategic objectives:
