Chief of Police
The Office of the Chief of Police includes the deputy chief, the lieutenant of the Professional Standards Bureau, and the executive assistant.
Chief Lorie Smith was appointed as the chief of police on December 21, 2021. Chief Smith oversees the overall management and operations of the Garner Police Department.
Deputy Chief of Police
Deputy Chief Chris Adams was appointed to the position on July 1, 2024, and oversees the Patrol Bureau and Support Services Bureau, which includes all sworn personnel except those assigned to the Office of the Chief of Police. The deputy chief oversees the Patrol Bureau, Support Services Bureau, Police Records Unit, management analyst, police accreditation specialist, and fleet coordinator. Deputy Chief Adams is also tasked with developing and managing the Police Department’ s budget.
Professional Standards Bureau
The Professional Standards Bureau includes the Personnel and Training Division, the Recruiting Program, and the Field Training( FTEP) Program. A lieutenant oversees the Professional Standards Bureau. They serve as the lead investigator for all Internal Affairs investigations and external citizen complaints, conduct organizational audits, prepare annual analyses and reviews, and manage in-service training and recruitment and hiring processes.
The executive assistant reports to the chief of police and assists them by managing their schedule, handling meeting requests, and performing various administrative tasks. The executive assistant is also responsible for maintaining personnel files for the department, processing payroll, collaborating closely with the deputy chief on the department budget, aiding new hire orientation, preparing monthly and yearly reports, coordinating specialty and promotional processes, and addressing other areas related to the department’ s operations.
Patrol Bureau
The Garner Police Department enjoys strong support from the community and from its elected officials.
The Patrol Bureau is the largest unit within the Garner Police Department and is led by a captain. This bureau is tasked with responding to 911 calls and conducting proactive patrols throughout the Town of Garner. These uniformed officers work 12-hour shifts and are available to respond to service calls 24 hours a day, seven days a week, 365 days a year. All officers work together with
