Chiefs of Police (IACP). Chief Zuidema served as
the Executive Director for PAAL and also made
time to volunteer in support of community events
and civic organizations.
Captain Joe Binns was promoted to captain in 2016
and currently has responsibility for the Operations
Bureau, which includes all sworn personnel except
those assigned to the Administration Bureau.
Captain Binns served at the President for Garner
Mid-Day Rotary and served as Police Athletics
and Academics League (PAAL) Coordinator for
Vandora Springs Elementary School.
Captain Lorie Smith was promoted to captain
in 2017 and currently has responsibility for the
Administration Bureau, which includes sworn
personnel and seven civilian staff. Captain Smith
is a board member with the Garner Educational
Foundation, serving on the Scholarship Committee
and is a board member with the North Carolina
Victim’s Assistance Network (NCVAN). She also
completed the 273rd session of the Federal
Bureau of Investigations’ National Academy in
September 2018.
DEPARTMENT COMPONENTS
The department is comprised of the Administration
Bureau and the Operations Bureau.
The
Administration Bureau is comprised of the
Professional Standards Division, Records Unit,
Accreditation Specialist, and Police I.T. Specialist.
The Operations Bureau consists of three divisions:
Patrol, Criminal Investigations, and Support
Services. The Operations Bureau also receives
support from the civilian Crime Analyst.
Administration Bureau
Lieutenant Walter Myer serves as the
Administration Lieutenant. He manages the
Department’s fleet, portable radios, and internal
audits and supervises the Personnel and
Training Sergeant. He also serves as the back-up
coordinator for our body-worn and in-car camera
system.
The Personnel and Training Sergeant is respon-
sible for ensuring the department complies with
all training mandated by the NC Criminal Justice
Education and Training Commission. Scott
Crawford serves as the Personnel and Training
Sergeant and is also responsible for recruitment,
retention, and administering the hiring processes
for the department.
The Records Unit contains a Records Manager,
three Police Records Specialists, and the
Quartermaster. Della McKinnon served as the
Department’s Records Manager in 2018 and
was responsible for oversight of the Records
Unit. The Police Records Specialists are tasked
with managing all the department’s records,
which include criminal reports, motor vehicle
crashes, and other incidents. The Quartermaster
is responsible for issuing equipment to officers
and is the primary custodian of all evidence and
department property.
The Accreditation Specialist manages the
department’s compliance with Commission on
Accreditation for Law Enforcement Agencies
(CALEA) standards and ongoing review of
Department policies and procedures.
Dana
Clay serves as the Department’s Accreditation
Specialist.
The Internet Technology (IT) Specialist manages
the department’s computer systems and
administers the department’s in-car and body-
worn camera systems to include all updates and
maintenance/troubleshooting. Additional duties
include serving as the agency liaison to the IT
Department and administering department
databases and software. Chris Hagwood serves
as the Department’s part-time IT Specialist.
Operations Bureau-Patrol Division
The Patrol Division is commanded by Lieutentant
Paul Caldwell and is the largest division in the
Garner Police Department. This division is
responsible for responding to 911 calls and
proactive patrol in the Town of Garner. These
uniformed officers work 12 hour shifts and provide
police response to calls for service 24 hours a
day, 7 days a week. All of these officers work
collaboratively with members of the community
to engage in problem-oriented policing. Patrol
platoons A-D are staffed by a sergeant, a platoon
leader, and six patrol officers—including a canine
team. Platoons E-F are staffed by a sergeant and
three patrol officers.
Operations Bureau-Criminal Investigation Division
The Criminal Investigation Division (CID) is
