URING 2018, the Garner Police Department
was authorized 67 sworn police officers and
10 civilian personnel (including full-time
and part-time staff) to provide law enforcement
services to a town roughly 15 square miles in area
with a permanent residential population of over
32,000.
The Town of Garner operates in a Council-Manager
form of government with an elected mayor and
five members of the Town Council. The Town
Council sets Town policies, enacts ordinances, and
appoints the Town Manager. The Town Manager
administers the daily operations and programs of
the municipal government through department
heads, including the Chief of Police, and other
Town staff. The Garner Police Department is
one of eleven Town departments, with the Town
Manager directly supervising the Chief of Police.

Chief Brandon Zuidema was appointed Chief of
Police in December 2009. The Chief of Police is
responsible for the overall administration and
operation of the Police Department and reports
directly to the Town Manager. In addition to his
role as Chief of Police, Chief Zuidema also served
as the 2018 President for the North Carolina
Chiefs of Police Association (NCACP). In addition
to this role, he served on the State Attorney
General’s SAKI Working Group, coordinated
NCACP response to Hurricane Florence, and
was a member of the North Carolina Department
of Justice (NCDOJ) School Justice Partnership.
Chief Zuidema served as the State Association
of Chiefs of Police (SACOP) Representative for
North Carolina and NCACP and served as the
SACOP Southern Region Vice-Chair. He also
served as the Campaign Manager for Chief
John Letteney who was elected as fourth Vice
President of the International Association of
