College Football
College football games have proven to be the most challenging events encountered at Cowboys
Stadium with regard to medical issues and EMS response. The tailgating time period for these
events was as many as 12 hours in the Texas heat, which pushed Department resources to manage
responses. As each event occurred, OSE adapted event plans, which have improved significantly in
the management of these large, often intoxicated crowds. In FY2012, the Stadium hosted the AT&T
Cotton Bowl Classic featuring #6 Arkansas vs. #8 Kansas State, and regular season games
between Texas Christian University and Brigham Young University, as well as Baylor and Texas
Tech. Cowboys Stadium also hosted the 2012 college season kickoff feature game, #2 Alabama vs.
#8 Michigan, which proved to be the most challenging event of the year. At that event attended by
83,000 people, firefighters and paramedics responded to 98 EMS calls, 82 life safety calls, two
EOD calls, eight ambulance transports, and saw more than 200 people in the first aid stations. The
call volume in the entire city during the same time frame was 283.
Other Stadium Events
Aside from the typical professional football
and baseball games held at Arlington
venues, a variety of other events were
managed by OSE. The most interesting of
FY2012 was the Glenn Beck Restoring Love
tour promoting volunteerism. As the first
political event to come to the Stadium, it
presented planning challenges regarding
free speech, protests, and counter protests.
Additionally, the Glenn Beck group had not
included public safety in their planning. As
the event approached, our public safety
team was able to bring together all of the
stakeholders for an effective planning
session to manage all of the sites across Arlington.
Other City Events
Interest in Arlington as an event destination continued to increase in 2012. In addition to annual
events such as the Fourth of July celebration, the Holiday Light Parade, and Ecofest, OSE
participated in the permitting process for 128 events held in the city, an 82% increase over 2011.
These events ranged in attendance from 100 people to 40,000 people and included walks, runs,
outdoor festivals, and parades.
