can take to better control its own destiny?

We must engage with government to explain our industry and what we do for the rural communities. The current knee jerk reaction needs a more
sensible discussion as it has far reaching effects. The FPS should join forces with OFTEC and other associations to make a consolidated case.
The above comment, made in conversation with Kevin Kennerley of NWF Fuels (November 2018), prompted the question – Are those working in fuel
distribution fully aware as to the number of partnerships and collaborations which now exist across the industry?
OFTEC’s Paul Rose and Guy Pulham of the Federation of Petroleum Suppliers (FPS) explain more about the benefits of a collaborative strategy.
Strong joint interests
“Kevin Kennerley makes some very valid
points. In the present political climate there’s
more need than ever to work closely with FPS
and to seek alliances with other organisations
where there is a strong joint interest.
“I’m pleased to say that our working
relationship with Guy and his team has never
been stronger and we cooperate extremely
closely on matters relating to heat policy
and the decarbonisation agenda. We also
collaborate on other matters where we
can benefit the oil heating industry or our
customers – the Tank Safe campaign is one
good example.
“I also agree that rural households and
businesses, and the industries that support
them, are often poorly understood or ignored
by the government. Their particular needs
and issues are consequently very poorly
addressed. By working closely with FPS and
other agencies and stakeholders, I hope we
can play our part in turning this around.”

Strategic partnerships benefit members
and customers
“I think anyone who has been to an FPS
regional meeting or read Downstream or
Fuel Oil News will know that we’re working
with OFTEC and other trade associations
including the Tank Storage Association, the
Petrol Retailers Association, UKPIA, UKLA,
PEIMF and the Downstream Fuel Association
to name but a few. We also sit on a wide
range of industry groups and forums including
the Downstream Oil Industry Forum to help
inform our work.
“In October the FPS as part of the
Downstream Oil Industries Forum Trade
Associations Working Group (DOIF TA WG)
wrote to Jesse Norman, MP parliamentary
under secretary of state for the Department
for Transport with their joint comments on the
DfT’s Road to Zero strategy
Technical manager Tony Brown also sits
on the Downstream Oil Distribution Forum
and works closely with OFTEC’s technical
manager Tim Lock.
“There is no better approach to solving
challenges than ‘collective thinking’ and in
the last 9 months, the strategic partnership
with OFTEC has strengthened as we
have been working to deliver a workable,
futureproof alternative liquid fuel solution for
off-grid heating.
“Since May, OFTEC and the FPS
have also been working closely with BEIS
officials as part of a formal contact group
to exchange information and views on how
decarbonisation of the off-grid heating sector
can be best achieved.
“2018 also saw a plethora of government
call for evidence submissions with the FPS
working in collaboration with OFTEC on
several of those submissions, including
ECO3; the Future Of Off Grid Heating call
for evidence; and Modernising Consumer
Markets: Consumer Green Paper. FPS council
and OFTEC board members also sit on a
steering group that meet in support of the
Industry Contact Group meetings with BEIS.
“OFTEC and the FPS jointly launched the
Tank Safe campaign in 2017 and, following
a meeting last month, the Oilcare campaign
is being relaunched to build on the Tank Safe
campaign in providing guidance for domestic,
commercial and industrial users on the safe
handling, storage and recovery of oils.
“The FPS and OFTEC have also
worked together to refer misleading claims
from renewable heating suppliers to the
Advertising Standards Authority.
“Developing partnerships that focus on
common goals and complementary strengths
is key to ensuring successful outcomes for
all and we will in 2019 continue to develop
and build on partnerships with other trade
associations for the benefit our members.”
