Low value ethanol production can be adjusted to very small to nothing(Янгиюльский

fundamentally differs from Western ethanol operations: it is rather closer to old pulp
mill(eg Rayonier - Tembec Temiscaming+) Also note Russian Gov't suddenly initiated new
selectively severe restriction to cellulosic ethanol/hydrolytic industry(eg imposing same tax
on Ethanol as alcohol beverage+) & drove most of large operations bankruptcy in yr2000s.

media/NGO/Gov't to have smooth gradual tech transition, otherwise it could significantly
