E. Portable fire extinguishers of appropriate types shall be provided in
buildings or structures located at treatment plant in accordance with
Section 10.2.6.7 of this IRR and/or other internationally accepted
standards, subject to the evaluation and approval of the City/Municipal
Fire Marshal having jurisdiction. In some areas of treatment plant, such as
basements, underground pipe galleries connecting buildings, and other
areas which are not occupied continuously, optional reduction of the
portable units shall be considered and may be requested, depending on
frequency of occupancy, intended use and equipment contained in the
space, and hazards potential for fire and/or explosion subject to the
evaluation and approval of the City/Municipal Fire Marshal having
jurisdiction.
F. Special Fire Protection and Miscellaneous Measures. Special fire
protection and miscellaneous measure shall be considered in some
treatment plants and processes having unique problems or situations,
such as but not limited to the following:
1. Applicable special or alternative fire protection measures during
construction at both new and existing treatment plant facilities shall be
considered based on safety to life, protection of property, and
potential for delays in construction, as well as plant or unit process start
up as recommended by qualified fire safety/protection practitioner
and subject to the evaluation and approval of the City/Municipal Fire
Marshal having jurisdiction.
2. Lightning protection shall be provided for structures in accordance
with NFPA 780, Lightning Protection Guide, Appendix L (Principles of
Lightning Protection).
3. Traffic flow and crowd management arrangements shall be made to
permit rapid entry to the plant by firefighters, police and other
authorized personnel of concerned government agencies, in cases of
fire or other emergencies.
4. The plant emergency organization, where provided, shall be properly
instructed and trained in the use of all fire protection equipment
located at the treatment plant.
5. Early detection and notification system in case of fire and explosion
shall also be established to protect the integrity of the buildings and
unit processes. Protective measures to detect flame, heat or smoke
shall be selected and installed where needed in accordance with
Section 10.2.6.4 of this IRR and/or manufacturer’s instruction and other
internationally accepted standards, subject to the evaluation and
approval of the City/Municipal Fire Marshal having jurisdiction.
